The ETUC Executive Committee adopted this resolution on the 19 November 2025. It builds on the confirmation of almost all the provisione of the Adequate Minimum Wage Directive, and builds on the momentum to call for a European framework to push collective bargaining across Europe. It also address the adequacy of statutory minimum wages.

With the aim of supporting the affiliates in their efforts to strengthen collective bargaining and increase its coverage, the ETUC has prepared a list of possible measures that could be considered at different levels. The present document is a compilation of ideas from which affiliates can get inspiration. The different measures presented have been identified through a dedicated workshop organised as part of the WAGE-UP project, and the work of the ETUC Collective Bargaining and Wage Coordination Committee.

The Adequate Minimum Wages Directive (AMWD) marked a qualitative step forward in EU social policy by explicitly linking minimum wage protection to the objective of ensuring a decent standard of living. This reports addresses the concept of adequacy of statutory minimum wages as a substantive social objectives of the EU.
